How far back in demos does NsP go?

Not to mention the subject of the email is 2008/2009 NSP funds, not 2013 NSP funds. Something stinks, but we knew that already, didn't we? We have no idea from this, was there even an LOU? Did it mention the required Section 106 reviews?

We are being stonewalled with our public records requests. Or...we don't know the exact words to say to get what we want, and the city is being advised by counsel what they can get away with leaving out based on how we word our requests.

NSP is a bit different from CDBG and HOME. The NSP funds are not annual allocations. NSP1 and NSP3 were both one time allocations of money, so the dates are not as critical, but for reference, NSP1 was allocated in 2008 and NSP3 in 2010.

My point is that they prepared a LOU, which for some reason was not executed, and which specifically asked Code to do the Section 106 historic reviews as well as potentially provide for REPAIR. Why was this abandoned is my question?

I read thru the entire CDBG document. The primary thing MISSING is Exhibit A, which is the Scope of Services!

The document also says that monthly reports are required to be submitted by MCCD to CDD (Housing Community Development Division) by the 10th of every month and include copies of all paid receipts/invoices for all properties demolished using CDBG funds.

And this is quite interesting as well (emphasis is mine):
In addition to the requirements, limitations and restrictions set forth elsewhere in this contract, Recipient shall use the funds in a manner consistent with all applicable and governing federal, state and local laws, rules, regulations and policies, and any subsequent amendment thereto, during the term of this contract, including without limitation, all laws rules, regulations and policies governing CDBG, the terms of which are incorporated herein by this reference. Recipient acknowledges and agrees that it has reviewed, understands and is familiar with all such applicable and governing federal, state and local laws, rules, regulations and policies concerning this contract.
