This situation is definitely a quandry. This is a historic home simply because it is over 100 years old and Code Enforcement should NEVER demolish a historic home. However the owners were originally cited in 1999 and have done nothing since? This is a case for the city to take posession and sell/give to someone willing to at a minimum mothball the structure. Sad...very sad indeed.
