Here's what really bothers me. Elaine asks to put it on the formal track because it takes so long anyway. But it sounds like once it's on there, no matter how long it takes, or how weak the case, there's nothing to be done?

We need some advice on how to appeal this if a COA won't do it. I didn't realize putting a property on the non-existent formal track was actually a COA and had to be appealed in 30 days. Did you?

I did call the owner. The number on MCCD. I made an offer with sales contract. I had to leave a message. No return call.
The next best thing is to knock on his door.
Anyone?

You should tell that to the City (Killingsworth?) and to HPC. That you made an offer to purchase, and have not heard back.
